The number of telephones and telephones per capita, generally speaking, exhibit a high degree of reliability because of their ultimate source: the reasonably accurate local telephone directory. It should be noted, however, that there is some likelihood of under-reporting in the early years of telephonic communication, when a disproportionate number of instruments were owned or operated by private businesses and government offices.
